“Guan Zi” is a relatively complete，systemic and comprehensive proceeding ofstatecraft about the country’s economy, politics, culture, military affairs, law, and otheraspects in the literature of pre-qin scholars, which contains rich discourses about andmacro management and regulation. The research about “Guan Zi” has great theoreticalvalue on the academic history, since the spring and autumn period and the warring statesperiod, a lot of domestic and foreign scholars have researched the macro managementand regulation thought of “Guan Zi” from different research Angles, and abundantresearch results have been achieved.In this paper, according to the train of thought which contains the strategic target ofthe national macroeconomic regulation and control, the theoretical basis of the nationalmacroeconomic regulation and control, and policies and measures of the nationalmacroeconomic regulation and control, I summarized up a set of completemacroeconomic regulation and control of “Guan Zi” theoretical system, On the basis ofthis, I demonstrates the theoretical significance about the macroeconomic regulation andcontrol thoughts of “Guan Zi”, at the same time, I elaborated the practical effect in thecountry’s economic management practice at that time, which contains hitting slaveryremnants and vassal separatist forces, solving the huge state financial needs, ordefeating the external threat of the huns. And aiming at the problems faced by thecurrent macroeconomic regulation and control, this text which is based on the analysisof the macroeconomic regulation and control of “Guan Zi” absorbs the valuable ideas inthe service of our country’s macroeconomic regulation and control practice, and avoidsthe wrong ideas in case of our country’s macro-control policies going wrong.
