Shaanxi Province Financial Resource Allocation Efficiency Research

Finance is the core of modern economic, and finance is becoming the core strategic resources which can allocation all others by its configuration. Usually financial resource includes money resource, capital resource, intuitional organization resource and commodity resource. The core function of finance is to guide value movement and promote the allocation of the resource. The effectively configuration of financial resource is a key driver of economic and social progress and has the basis effects on promoting the benign interaction between economy and social development. So, the research on financial resource allocation efficiency is important and full of practical significance.This paper is written in the line of the theoretical definition, situation analysis, empirical testing, and suggestions. First, this paper defines the basic concepts of financial resource, the efficiency of finance allocation and the functions of finance. Second, it analyses the present situation of financial resource in Shanxi province from the total financial resource, the financial resource structures and the financial resource characteristics three aspects. Third, it breaks the financial resource into financial resource total, domestic financial ratios and financial marketing ratio three index, then by using co-integration relationship test and granger causality test, this paper tests the allocation efficiency of financial resource in Shanxi province from1991to2012. The study finding that during the allocation financial resource in Shanxi province, there lie a long-term stability between financial deepening and economic growth, per capita income, per capita consumption, dual economic structure. Finally, based on the status ad empirical test results, this paper proposes suggestions to optimize the allocation of financial resources in Shanxi province: increase the financial resource and prevent it losing; develop the financial market and optimizes the allocation of financial resource; develop a good credit environment; cultivate the perfect regional financial organization system.
