| Scine changzhutan urban agglomeration approved the "tow-oriented" society comprehensive reform pilot area in2007,state and local governments given the varity of incentive policies,as daolin town the bridgehead of ningxiang county eastward to changsha, daolin industrial park will not only be the beneficiaries of che pocies,as a result of the positioning in environmentally and friendly industries,but also be a good platform of committed to buiding the "tow-oriented" society. In this paper,the author integrated used qualitative analysis and quantative analysis, such as comparative research, analytic hierarchy process,fuzzy comprehensive evaluation and so on, to research the ideas and countermeasures of daolin industrial park "tow-oriented" construction.At first,the paper reviewed the current research results at home and abroad on the construction and development of industrial parks,presented the concept of "tow-oriented" industary and its significance of constructing,summaried the development situation and construction experience in typical eco-industrial park including domestic and international.Then put forward the general idea about daolin industrial park "two-oriented" construction, positioned the park as an important new industrialization base of ningxiang county southeast sector, supporting industrial base of changzhutan development zone, demonstration industrial park of hunnan province "two-oriented" construction;by comprehensive studying on the industrial base of daolin town and regional division of labor and cooperation, the author determined agricultural and sideline products processing industry, minerals processing industry, auto parts and engineering machinery parts manufacturing, energy saving and environmental protection industry as the leading industry and planned industrial ecological chain networks;then the author structured an evaluation system which has five major categories and twenty-six sub-indicators about industrial park "two-oriented" construction,utilized AHP to determine weights.According to the index system, the author used fuzzy comprehensive evaluation mehod to evaluate the "two-oriented" construction level of daolin industrial park. At last,based on study above, the author put forward some countermeasures and suggestions about the daolin industrial park "two-oriented" construction, including the investment environment construction, the development of science and technology research, the talent team construction, the platform of enterprises communication and information sharing construction, the efficient management system construction, regional win-win cooperation, a total of five aspects. |
