Research On Model Of Circular Economy Operation Of Industrial Parks

In recent years, the rapid development of China's economy has made the Chinese people living better and better. But like many developed countries in times of industrialization, China' s economy is characterized with mass production, mass consumption, high pollution and low efficiency. It is China that has large population, less resources and fragile eco-environment. In order to keep the rapid economic growth under the pressure of energy conservation and environment protection, the pattern of economic growth has to be changed and circular economy or recycling economy becomes the only way.Based on the review of foreign and domestic study on circular economy, the core principle of circular economy is defined as "3R"(Reduce, Reuse and Recycle), which is vital to the progress of circular economy. At present, many cities in China have begun to carry out practice in circular economy, and have made substantial progress. Nevertheless, the degree of circular economy is still low. Industrial parks as aggregation of enterprises make important contribution to regional economic development. How to construct the effective model of circular economy operation of industrial park successfully not only have benefit for upgrading regional industrial structure, but also promotes the sustainable development of it self. In consideration of regional difference, the Xiangshan industrial park is selected as the example. By analyzing different levels of circular economy of the Xiangshan industrial park in details, which include enterprise level, industry level, industry between industry level and industrial park level, and using qualitative and quantitative methods, an assessment indicators system is established. On one hand, the system can help government to clarify the priority for developing circular economy, one the other hand, it offers decision makers and general public some useful information. The assessment indicators system includes 29 indexes, which are constructed by economy, society and environment. A scientific, strict and complete circular economy indicators system can be used to supervise and forecast the progress of circular economy, offer decision-making service for the development planning, find out existing problems, and correct the direction for circular economy.
