Study On The Problems And Countermeasures Of Rural Financial Ecological Environment In Jilin Province

Good financial ecological environment is the basic condition for the full playof a financial system’s functions and its sustainable development. A regionalfinancial ecological condition does not only affect monetary policy transmission,resource allocation efficiency, financial stability and regional development, but alsodetermine the attraction of economic and financial resources in the region, andeventually decide the sustainable development of the region’s economic growth.Rural financial ecological environment’s quality evaluation is based on the degreeof a rural regional economy’s development and stability, the degree of financial lawand regulation’s maturity and its execution status in the rural area, the degree of arural credit environment’s perfection, and the supervisor mode and degree ofintervention of the local government in rural financial activities. Rural financialecological environment as the external condition of rural financial development hasa great influence on the development of rural economy. Therefore, it is particularlyimportant to understand correctly the dialectical relation of rural financialecological environment and rural economy, and discuss systematically andthoroughly rural financial ecological environment with farmers as the main body,and the relationship of the correlative dependence and influence between ruralfinancial main body and external environment. Based on the research of ruralfinancial ecological environment, a new idea for the construction of newcountryside can be provided. It also provides theoretical basis and data support forconstructing a good rural financial ecological environment, promoting ruraleconomic development, and realizing the strategic target of new socialistcountryside construction.Based on domestic and foreign relevant research on rural financial ecological environment, this paper, through concrete analysis of the actual rural financialecological environment, tries to propose a financial support path of new socialistcountryside construction which give accords with the practice of Jilin province, andprovide data support and scientific basis for the government’s policy choice anddecision-making. The research content is as follows.Firstly, it defines related concepts of rural financial ecological environment andelaborates basic theories so as to lay a research foundation for the study. Secondly,it concludes several inspirations for the development of rural financial ecologicalenvironment in Jilin Province by the review of rural financial ecologicalenvironments in developed countries. Thirdly, it analyzes the existing problems ofrural economic environment in Jilin Province from the following aspects such aseconomic environment, credit environment, legal environment, government serviceenvironment, etc. and them points out the main problems including low level ofoverall economic development, unreasonable allocation of rural financial resourcesand lack of service means, loss of rural credit system, backward construction ofrural financial legal system, imperfect government service function. Finally, startingfrom the current situation of rural financial ecological environment in Jilin Provinceand in view of the existing problems, it proposes the countermeasures andSuggestions which improve rural financial ecological environment in Jilin Province.The countermeasures and Suggestions include that giving full play to the leadingrole of the government in rural financial ecological environment, strengthening thelegal system construction of rural financial ecological environment, promoting theconstruction of rural credit guarantee system, innovating credit means andestablishing a harmonious bank-enterprise relationship, etc.
