Land is the most important production material and livelihood security of farmers in China. With the rapid development of urbanization, the demand for land has increased dramatically; more and more land owned by farmer collectives is being expropriated. But because of the weakness of land compensation system and land expropriation process, there have been many problems affecting social stability, also led to further deterioration of the relationship between government and the people. Therefore, the improvement of Chinese land ownership system and land expropriation and compensation system is imminent. Britain, as the country to achieve industrialization and urbanization earliest in the world, has better land acquisition and compensation system. Study on the British land property rights system and land acquisition and compensation system helps to understand the corresponding system of Britain or even the whole Britain Commonwealth countries and is also expected to provide useful ideas for the improvement of land property system and land expropriation system. This paper uses the interpretation of literature and comparative research method to carry out the research on the British system of land property and land expropriation system together with the comparison between Britain and China. This paper aims at exploring the feasible ideas of improving the land expropriation system in China by the research of the British system. This paper includes five chapters: The first chapter is an introduction, firstly introduces the background and significance of studying the British system, followed by the introduction of the literatures about the British land property and land expropriation systems. The second chapter is about the British land property system and land acquisition-related laws. Firstly, British land property system is interpreted, in the UK, all the land is owned by the Queen of England, but this is only a legal fiction, without practical significance. Secondly, because the British land property rights system is extremely complex and difficult, this paper only carries out an overview of the British land tenure system which has practical significance. Thirdly, the current situations of British land tenure are summarized based on the latest material. Finally, a systematic introduction of the laws about the land expropriation and compensation is madeThe third chapter is about the British land acquisition and compensation system which including elements of land expropriation, procedures and compensation system. Among them, the British compulsory purchase procedures is based primarily on 《Land Acquisition Act1981》. The introduction of compensation system in Britain begins with the most common and most typical compensation principles used in the land expropriation, and on this basis, according to the classification of compensation contents, a relative detailed description about the land expropriation and compensation in Britain is made.In the fourth chapter, comparison of land property system, land expropriation procedure and land compensation between the two countries are made in turn. Firstly, the systems in China are introduced, then on this basis, combined with the corresponding system in Britain previously introduced, comparisons are made, and then the gaps between them are identified with the expectation that ideas of improvements in Chinese system may be provided. The fifth chapter is the conclusion of this paper. This chapter gives a brief summary of the paper, points out the main innovations and the possible improvements in the future research.
