In recent years, China has Strengthen economic exchanges with Central Asia, it is the President Jinping Xi visited four countries of Central Asian in September 2013, and proposed to build the concept of "Silk Road Economic Zone". Central Asia is abundant in mineral, oil and gas resources is the highest in the world, once known as "the second Middle East"of the world. China is a developing country, though rich oil and gas resources, can not meet the increasing demand for natural gas resources.Turkmenistan’s gas resources is the second in the Central Asian, it has huge reserves of oil resources, and therefore, in recent years, China has also stepped up cooperation with Turkmenistan’s oil and gas resources. Cooperation between China and Turkmenistan are mainly natural gas, the two countries signed an agreement about in future 30 years from 2009, Turkmenistan sells 40000 million cubic meters per year of natural gas to China via the world’s longest natural gas pipeline Turkey.In this context, this paper research legal issues related to oil and gas resources of Turkmenistan. Through knowledge related to politics, economics, taxation science, energy law, international law, use summarized methods, and select some countries to comparison with it. Use the "Hydrocarbon Resources Law" as the main research-based, to study the Turkmenistan’s oil and gas resources legal issues from the contract model, tax system and mineral rights. The innovation of this article is, based on relevant laws and regulations of Turkmenistan, induction, summed up the three legislation principles of Turkmenistan’s oil and gas resources, investment principles that guide Turkmenistan oil and gas resources, protection of Turkmenistan oil and gas energy security principles, likewise protection of the environment, the people safety principles. In this paper, to study the legal issues of Turkmenistan’s oil and gas resources in order to provide a little information on oil and gas cooperation reference to China, or make some contribute to later study. There are many deficiencies in this article, hope criticism.
