Oil development is a eternal topic.Non-adaptiveness and contradictory have been found, when traditional technology are been used in ultra low-permeability reservoir. All of these problems result in low economic benefits. Now, for low-permeability reservoir, doing more research is very necessary. In this paper, it did geological researches, including geological structure, sand, nature fracture, crustal stress, current well network disposition, reservoir property, reservoir sensitivity and oil-water distribution. Then build up geological model and reserve matching by petrel. After grid coarsening, it did reservoir numerical simulation by Eclipse and got optimal parameter for example injection flow rate, injection rate, injected gas-oil ratio, flow pressure and injection pressure. In this paper, it got some results:1. The reservoir is low-porosity and low-permeability by analyzing structure characteristics, fracture, crustal stress and sand. And bad flood response, high oil production rate and production decline still exist.2. It build up structure model, sand model and property model by using petrel including analysis of heterogeneity, sedimentary facies, fluid property ,relative permeability and interpolation technique of permeability ,porosity and thickness.3. After grid coarsening, it did reservoir numerical simulation and history matching of reserve, accumulated oil production and water cut.4. In water zone, when injection flow rate 7.78 m~3/D, fluid withdrawal rate 3 m~3/d and flooding rate 2%, it could get high daily oil production. For gas zone, because of immiscibility, it used black oil model and got best plan, gas injection rate 343.2 m~3/月.
