| China is a country with lots of natural disasters, the Chinese people have a long history of fighting against natural disasters. There are so many kinds of natural disasters happened that the system nowadays cannot fit. The article will discuss the gaps and omissions from the perspective of system of organization, mechanism, and legal system.In November2012,it was reported that China would Promote the building of ecological civilization, which was raised on the18th annual congress of the communist party of China. The article holds that natural disasters is closely connected with ecological civilization which is taken for a new civilization form. In the meantime, Natural disaster management is an important aspect of the modernization of the national management ability and the management system.So it has a profound theoretical foundation and important practical value that to build the system of natural disaster management with our country’s own characteristic.The article has generalized the characteristics and types of the natural disasters, analyzed the present situation and problems of the legal system and the mechanism of natural disaster management system in our country, discussed the experience on natural disaster management in the United States and Japan, and at last put forward the ideas of the construction of natural disaster management system in our country. The article can be divided into four parts as followings.The first part mainly introduced the connotations, characteristics and types of natural disasters. It includes the academic discussion in the quality of natural disaster, the characteristics of natural disasters in China and the impacts of natural disasters on economic and social, ecological environment and human itself. This part has thus laid a foundation For the following analysis of the present situation of natural disaster management in our country.The second part has summarized the status quo In natural disaster management in our country. It has combed the practice of natural disaster management in our country and the existing problem, including the shortage of the existing management system, the unclearness of channels for non-governmental social organizations and citizens to participate in disaster management, and the unsoundness of the system of natural disasters prevention.The third part has focused on the United States’and Japan’s experiences in natural disaster management. When Japan is mentioned, its experience includes complete disaster management agencies from central to local levels, multiple subject society in disaster relief system and the sound legal system. When the United States is mentioned, its experience reflects in its unique mechanism of emergency management and its legal system of disaster prevention.The fourth part, to build natural disaster management system with the characteristic of our country, has put forward suggestions for perfecting in four aspects including to carry out targeted propaganda and education in the knowledge of natural disaster prevention, to establish training base for natural disasters prevention, to construct the exhibition hall and the experience place for natural disaster prevention, and to develop the relevant industries of natural disaster prevention and control. |
