In recent years, in order to deal with global environmental change, as a member ofthe OECD,America, Japan, Canada, Greece, Sweden, Denmark, Germany and France asthe8developed countries have introduced ecological innovation policy to deal with aseries of the challenges of development. Through the study on ecological innovationpolicy of the eight countries, not only can enrich the research contents of public policy, butalso can give some enlightenment for carrying out ecological innovation in our country.In the time distribution of The ecological innovation policy of the United States,Japan and other8countries, not only the quantity of policy text of each country hasannual distribution characteristics of their own, and the number of total policy text in theyear also has obvious characteristics of distribution. The cause of the policy text quantitytime distribution showed fluctuation mainly have three reasons, respectively is the naturalpressure, promoting economic and the technology shock. From the analysis of content of2000-2012years ecological innovation policy of the United States, Japan and other8developed countries, which can extract20subject headings, this shows that ecologicalinnovation concept is extensive.From the time distribution of the20subject headings, wecan not only understand concerns in areas of ecological innovation in different period oftime, but also can understand the changes of the8countries’ understanding in the field ofecological innovation. In addition, there are5high-frequency subject headings in the20subject headings, high-frequency subject headings represent key areas of the present8countries’ ecological innovation. Specific to the United States, Japan and other8countries,there are differences in the policy text number or content of the policy in the ecologicalinnovation policies of each country. The degree of attention for ecological innovation indifferent countries work can be defined from the policy text quantity, difference analysisfrom the policy content, you can understand the define of ecological innovation indifferent countries.The main causes of promoting the different characteristic ecologicalinnovation policy of the8countries is the geographical factors, the financial support,social situation and cognitive difference. The category of "finance, tax" is an importantpart of ecological innovation policy, Mainly composed of the financial policy and tax policy. In addition to differences in the distribution of its spatial and time, the distributionof countries’ financial policy and tax policy is also uneven. The role of ecologicalinnovation policy of "finance, tax" category primarily is to improve the ecologicalenvironment and create a huge social benefits intuitively; to promote macroeconomicdevelopment and access to direct economic benefits macroscopically.
