Because of the ever-changing environment of the Yellow River basin, and of the demand of economic and social development for water resource, and of the increasing pollutant discharge, the Yellow River is facing to the serious situation with entangled issues such as water shortage, deterioration of water environment, and so on. Therefore, it is in urgent need of scientifically studying the model and method of integrated water quantity & quality management, and based on the carrying capacity of water resource and water environment, optimizing the river’s water yield and improving its water environment. In order to solve the problems about the Yellow River’s water quantity and quality, this paper conformed to the process of introduction, absorption, perfection, and application, and through contrastive analysis. of internationally general models, introduced the Source model to study the integrated water quantity & quality control in the basin.After analyzing in detail the recent studies on integrated water quantity & quality control at home and abroad and the existing problems, this study introduced the Source model system, grasped the model’s structure and functions thoroughly, localized the model and improved its adaptability to make it more adaptable to the integrated water quantity & quality management for the Yellow River. Taking Zuli River, a tributary of the Yellow River, as the typical river, and based on GIS technology and spatial data, it analyzed the mechanism of runoff and pollutant producing in the Zuli River basin, established the model system for the integrated water quantity & quality control for the Zuli River basin, and carried out the simulation of runoff and pollutant producing.It proposed some measures like improving the vegetation, controlling water intake, and cutting down pollutant discharge, to carry out the integrated water quantity & quality control, did some researches on the integrated water quantity & quality control, and recommended the plan for integrated water quantity & quality allocation. In addition, it made the simulation of the process of runoff and pollutant producing in the Zuli River basin, realized the integrated water quantity & quality control, and achieved the goal of controlling both water quantity and quality in the basin. By simulating the plan for the integrated water quantity & quality control in the Zuli River basin, this study showed the Source model’s means in realizing integrated water quantity & quality control in basins, and offered some reference for the future studies and practice related to the integrated water quantity & quality control in the Yellow River basin.
