Wenyu river is very important for Beijing, because of its special geographical position and history culture. Wenyu river also is the major drainage channels in Beijing. Along with economic development, water consumption and water displacement in basin are increasing gradually, water course is seriously polluted and aquatic ecosystem is degraded significantly. So the studies of river sluice for water environment and aquatic ecosystems, as well as the study of water quality and quantity control technology in Wenyu river basin, have very important practical value to sustainable economic development in Wenyu river basin.In this paper, select the Wenyu River basin as a research object, mainly include the Wenyu River main stream and seven tributaries of the Wenyu River. Such as Dongsha river, Nansha river, Qing river, Lingou, Ba river and Xiaozhong river. Study required a lot of data, for example, DEM, river network map, vegetation map, pedological map and so on. The study also needs some other data, for instance, rainfall, air temperature, weed speed and hydrometric station's information etc. Based on the above information, at first, we need to deal with this information, and put them in the same coordinate system. So that these information can be stored in GIS software to further process or refine data. The second, we can use the treated data to build the SWAT model. Then we can add automatically parameters optimization algorithm in the SWAT model at the source code to realize the key parameters of multi-objective auto-optimization. In order to provide better sevice to the system, we use the Visual Basic to construct the United-control system of water quality and quantity on Wenyu river. The system use SWAT built-in database as backgrounds database. This system has some utilitarian functions, such as gate Scheduling, scenario analysis, data operation, two-dimensional presentation and so on.Running the United-control system of water quality and quantity operation, setting the gate's condition in the basins, we can analysis the changes of water regime and water environment in the process. At a certain range of Pollution Index, through different scenario analysis, indexes can be predicted effectively by the system. Based on experiments, Sluices of the optimal scheduling can appropriate improve water Environment Quality and water use efficiency in Wenyu river. But when the pollution is very serious, the effect is not significant. So we put forward Suggestions as follows: One, continue to strengthen the control of pollution sources. Two, based on river ecosystem, gave play to self-repair function of the ecosystem. Three, developing united Scheduling of flood protection and antifouling.
