With the rapid development of electronization, household appliances, such as TV, air conditioning and computer, are widely popularized among people. However, consumers usually dispose them like rubbish when they stop working, which is really harmful to the environment. To control these behavis, lower the risk of environmental pollution and promote the recycling of waste electrical appliances, developed countries, such as Japan and Switzerland, has passed legislation to charge environmental deposit for potentially polluting products in selling. This legislation can prevent consumers from disposing waste appliances at will, and guide them to send waste appliances to the specified recycling site so as to get their deposit back. As is proved by the practice, the environmental deposit system plays such an important part in environmental protection and in improving the recycling and utilization ratio that any other system cannot manage. This paper attempts to study introducing environmental deposit system to the field of recycling waste electrical appliances, so as to help recycling appliance and protecting environment.This paper is made up of four parts. The first part has made a brief introduction to the Environmental Deposit System of Waste Electrical Appliances(EDSWEA). First of all, it has, staring from analyzing the meaning and characteristic of waste electric appliance, discussed the importance of environmental deposit system for a good appliance recycling channel. Then, by comparing it with the ordinary deposit in civil law, it has stated the meaning of the EDSWEA from the perspective of legislation. Finally, it has analyzed the theoretical foundation from three aspects, namely, the National Environmental Management Rights, the External Theory and the Extended Producer Responsibility. The second part has discussed the feasibility and necessity of carrying out the EDSWEA in our country. The necessity lies in the following four aspects: waste electrical appliances can be potential pollutant; waste electrical appliance can be potential resource; our country lacks the motivation system for protecting the environment; the imperfectness of current law. In feasibility, this paper has not only summarized the related legislation and policy in our country, but also some practical experience about this deposit system. Based on the study of the implementation of the environmental deposit system in Sweden and Japan, the third part has summed up some points in establishing the EDSWEA. The fourth part, which is the most important part, is mainly about the establishment of the EDSWEA in our country. First of all, the target of the establishment of EDSWEA is to solve the problem of recycling waste appliance. Secondly, one of the difficulties in carrying out this system may be from both the producer, the seller and the consumer. Finally, based on the above analysis, this paper has discussed the content of the EDSWEA in our country in detail, they include: improving the current related legislation or policy system; making the amount of deposit appropriate; establishing recycling system and multi-level recycling site; setting up a sound deposit collection and return system; disposing the recycled waste electric appliances properly.
