With the development of society,the progress of economy, the relationship between supply and demand of groundwater in Heilongjiang relationship between agricultural base,farms,small towns exhibit more closely. Due to the lack of consciousness of water environmental protection, the unreasonable development and utilization of groundwater is more and more serious, With the unreasonable discharge of wastewater, factory farming on chemical fertilizer and pesticide use, exceed the standard of living water not according to the provisions of any emissions, which causes the water quality to the worsening situation, the decline in the quality, pollution is serious.Therefore, our study evaluated the quality of groundwater environment combined with the present situation of the Qing’an County in Heilongjiang province and 853 farms, combined with the local water level, geological, social economy, industry and agriculture present situation to carry on the analysis,determined groundwater contamination, and evaluated the groundwater level status. According to the conclusion putting forward suggestions of groundwater quality protection, taking measures to prevent the two pollution, improving water quality status. This paper will study in the following aspects.The paper collect the related literature at home and abroad, a comprehensive study of issues related to the status quo at home and abroad environment at present, with the rapid development of the computer,making the water environment management convenient use and trend. Based on the characteristics of the programming software, Selecting Visual Basic 6.0(For short VB) as interface development tool, according advantages of MATLAB in data processing, selecting MATLAB as the processing tool, demonstrated seamless connection and the feasibility of mixed programming, determining the research target, technical feasibility, system design steps, the main function and the required computer configuration etc.The research obtained the following achievements: Analytic Hierarchy Algorithm using VB programming,realizing weight analysis situation on the water environment quality evaluation factors actually;calling the data stored in EXCEL based on VB programming, achieving different algorithms based on Mixed programmed on water environmental quality assessment, making the visualization of evaluation results, achieving the functions of user interface management.In this paper, the case study of water quality testing data based on Qing’an County, finding relevant literature on the case study area makes the system, comprehensive discussion. Including the natural environment、socio-economic environment、Water conditions. This paper based on water quality testing through comprehensive analysis of the existing data, the analysis and evaluation results are basically in line with local conditions. Water quality evaluation using Nemerow Index、Evaluation Combination Weight Fuzzy Comprehensive Evaluation,getting the status quo of regional water quality. Combined with the actual local situation, using the analytic hierarchy process to determine the size of each evaluation factor impact on water quality. Determined the main factors of affecting the water quality environment, This paper through the analysis of the existing water quality monitoring data, combined with the local reality, analysis and discussion of the evaluation result is basically consistent,at the last thing,approaching the feasibility of the precautionary and appropriate control measures according to local conditions and evaluation results, proposing the feasibility reference proposal of managing the groundwater environment for the government.Establishing water environment management system as the main line based on mixed programming,combined with the current water quality evaluation of general method, seting up a computer management platform for water quality management personnel. Its advantage is convenient, has a good interface, improving the work efficiency, in favour of small towns water environmental information systems management.
