Chinese government has attached great importance to the issues of environmental monitoring, information management and the controlling of rural area non-point source pollution at present. These issues and how to solve them have been involved in the 11th Five-Year Science and Technology Planning for National Environmental Protection. The GIS technology is widely used from the domestic and foreign multitudinous practices, such as the fields of pollution source management, environmental monitoring, environmental assessment, disaster evaluation and region valley environmental programme and other domains, therefore, it has become an effective decision support tool for environmental management.Using the GIS technology, data of complexity and variety can be associated with the spatial position of water environment, then the position of pollution sources and pollutants as well as pollution degree can be clearly reflected with the unified way of managing and updating both spatial and attribute water envrionmental data. And with the combination of GIS and water environmental models, many works which is the foundation for water environmental programme and decision making can be done, such as analyzing distribution of pollutant discharge, accounting pollution load and water environmental capacity, predicting concentration distribution of pollutants in water, studying on the pollutant emission surrounding water and the response relation to distribution of pollutants in water, and visual expression of water environmental problems. Besides, studying and developing application system based on GIS, which could be easily combined with modern data collection and transmission modes, is beneficial to the centralized and standardized management of data, and to the use efficiency of data, which can accordingly improve the water envrionmental management and supervision, as well as the information construction of valley water envrionment.Applying GIS component development technology, this paper describes the study of management decision information system of valley water environment, taking SongHuaba valley in Yunnan Province for the research object. Based on spot investigation and literature data, firstly, the business requirement, users'need, data demand and system data flow for the system is systematically analyzed in this paper. Secondly, in reference to related research, this paper selectes proper pollution load statistical model and water quality model, then accounts pollution load and water environment capacity for the key pollution control factors in SongHuaba valley. Thirdly, system architecture, performing functions and system database are designed abided by software engineering methods. Finally, the system implementation are described and the expected results is achieved.In terms of function integrity, this system could meet many needs of management and decision making, for example, managing and evaluating various data of water environment, accounting pollution load, predicting water environmental capacity, modeling visualization. In the aspects of functional implementation, data processing and model calculation in this system can meet the decision needs, providing valuable basis for scientific decision for the research region. The development of system, to some extent, can improve the water envrionmental management and supervision, as well as enhance the information construction of valley water envrionment in SongHuaba valley.
