Study On Environmental Services Contract In The Development Of Environmental Protection Industry

With the development of social economy and the continuous improvement of people’s living standard, the requirement of green food, energy conservation and environmental protection is increasing,environmental protection industry has been growing. The traditional business model has not adapted to the development of environmental protection industry, business model change is inevitable. In this new transition stage, Environmental Services Contract becomes the optimal of choice. Two problems need to be solved in current: environmental benefits distribution and moral risk.Fair and reasonable distribution mechanism is the important foundation of environmental protection enterprises and customers effective cooperation, moral risk prevention is an essential condition of stable cooperation. Therefore, through the introduction of modern game theory thinking and analysis method in this thesis, we study the problem of the environmental benefits distribution between the environmental enterprise and client enterprise and the moral risk in the ESC project.After the brief introduction of the related concepts, by comparing with the other business models, Environmental Services Contract has incomparable advantages and plays a vital role in developing environmental protection industry, it becomes the optimal business model. Two main aspects have been studied in this thesis: The analysis of the distribution of environmental benefits and the moral risk. To analyze the distribution of environmental benefits, at first, it expounded the principle of income distribution and influencing factors, then determined the boundary of the environmental benefits distribution in the project alliance, and built ESC project environmental benefits distribution model under incomplete information, finally conclude the optimal distribution proportion, the various factors are analyzed after the model. To analyze the moral risk, it built a kind of dynamic game model among the relevant government departments, the environmental protection enterprises and client enterprise, concluding that government plays a significant role in the ESC project. Finally, it put forward the corresponding countermeasures and suggestions.A fair and reasonable distribution mechanism and the moral risk of effectively guard against and defuse are very important in the ESC project. It has certain theoretical and practical significance to the development of environmental protection industry.
