Environmental protection industry has proved to be a fast growth phase inindustry life cycle and played an increasing role in improving econo mic developmentquality, accelerating economic growth and promoting high economic technology levelduring the process of industry structure adjustment and social economicdevelopment.To adapt the new market environment, a new contract environmentalservices(CES) mode construction has become inevitable in environmental protectionindustry. Technology progress and innovation are the two determinative factors innew developing industry whereas technology and intellectual property are thebottleneck in the development of environmental protection industry. Meanwhile, theenvironmental protection industry has not informed scale effect and has short ofcompetitive advantages. So we choose performance Evaluation of CollaborativeInnovation for Environmental Protection Projects Based on Contract EnvironmentalServices¡ as the topic and try to do a further discuss in payment, service standards andtechnology integration to emphasize the importance and necessity of collaborativeinnovation in contract environmental services mode.This paper first reviews the connotation of contract environmental servicestheory, collaborative innovation theory and performance evaluation theory, analyzesthe mode of collaborative innovation, the reflecting factors and evaluationrequirement of performance evaluation. Then a collaborative innovation performanceevaluation system in environmental protection industry project based on contractenvironmental services is established from service capability, integration capability,innovation capability, management level and complement system construction aspectsby using logical framework method and literature analysis method. After that thecollaborative innovation performance is evaluated by applying Fuzzy analytichierarchy process method and Lattice theory according to the characteristics of indexand index system. To test and verify the effectiveness of the constructed performanceevaluation mode, case analysis is conducted by selecting a four collaborative projectsnamed Yonker Environment Protection Project. Finally, countermeasures andsuggestions which can improve the collaborative innovation performance areproposed based on the above result.
