Research On The Main Body Of Chinese Ecological Restoration

At present, the scope of ecological damage in our country is gradually expanding, and the degree of harm have continued to intensify. Ecological issues outstanding performance for the following aspects:The area of soil erosion is broad, the quantity of soil erosion is huge and developing rapidly;the severe vegetation damage and serious land degradation make desertification accelerated;the disorder of water ecological balance makes droughts and floods more frequently;water pollution exacerbated lead to water shortages;for the sharp contradiction between human and land and the poor quality of cultivated land in China,the land holdings has only reach a third of the world’s average per capita.Tens of thousands of endangered animals and plants is the cause of biodiversity loss.The global change warming caused by rising snow line and glaciers retreat severely cut precious freshwater resources and reserves.The aggravated eutrophication in oceans caused by red tide hazards dropped fishery resources.At the same time,human activities causing coastline degradation and a large area of seabed plants death.Finally,the exacerbated exploitation of mineral resources cause the ecological environment destruction.So,in order to sustainable development of human society,we should do something for ecological restoration imminent.The subjects of ecological restoration in our country’s provisions in laws and regulations is not clear.Environmental laws and regulations mainly scattered on specialized areas of ecological restoration technology programs in the legal system.They are only in specialized areas stipulates the corresponding restore management department.To research the subject of ecological restoration should include the suit subject eligibility,the consciousness of the subject of ecological restoration,the strength of the subject of ecological restoration and the coordination between the subject of ecological restoration.I write this article is not intended to create the system of ecological restoration,but in making the subject of the ecological restoration more clearer. I mainly start to research on the subject of ecological restoration in the following three ways.First,theoretical research and empirical research combined.The main objective of the subject of the ecological restoration research is to work through research and summarized the problem, the formation of research theoretical results, the real application to ecological restoration work in practice, to provide guidance for ecological restoration work, from practical to survey them to go back to practice. Second, through the ecological restoration of the main body of analysis and research,and ecological restoration technology compared to highlight the role of various subjects in the ecological restoration work in practice and help to research the theory of ecological restoration system.Third,multi-disciplinary comprehensive study door.Combined with China’s reality,from the perspective of theoretical and empirical discuss the subject of ecological restoration. Strengthen the study of ecological restoration of the main theoretical and empirical delve into the subject of ecological restoration defects, causes and feasible proposals to strengthen the ecological restoration building.The content of this article consists of five parts.The author of this article make a brief summary in it.Before making an analysis of the subject of ecological restoration,we must study and have an in-depth understanding on the connotation and denotation of the object.So on the first part of the article, the author generalize the subject of ecological restoration. Specifically, make a deep and comprehensive understanding to the connotation and denotation of ecological restoration and the subject of ecological restoration,and distinguish the differences between the subject of ecological compensation and ecological restoration.Besides,make a reference on the results of previous studies and put forward their point of view.In the second part of the article, the author introduces the environmental rights theory, the theory of state intervention, the justice and equity theory,the balance and coordination theory.To provide a theoretical basis for the necessity of the subject of ecological restoration.In the third part, the author focuses on collecting and analysis the ecological restoration of China’s relevant laws and regulations as well as ecological restoration of the subject.Combined questionnaire and interview transcripts of research results,and summarized there is exist four major problems to repair the subject of ecology:the main eligibility ecological uncertainty, lack of ecological restoration of the subject to repair awareness, ecological restoration subject repair capacity is not strong and the lack of coordination between the ecological restoration of the subject cooperation mechanisms.On the fourth part of the article,the author make a simply induction about the relevant state laws and regulations relating to the subject of ecological restoration of the United States, Japan, Germany and the Netherlands. And summarizes the reference about the subject of ecological restoration what the external abroad on the basis of our country’s ecological restoration can bring.On the last part, the author put forward a four-point proposal to improve for the existing subject of ecological restoration. Specifically including to develop "People’s Republic of China Ecological Restoration Act", to clear the subject ecological restoration eligibility in legal form; enhance the awareness of the subject to repair ecological environment;strengthen the capacity of building the subject involved in ecological restoration and establish and improve the ability to repair the subject ecological coordination and cooperation.
