China’s petroleum and petrochemical industry is at its high-speed development stage and there are more and more large and super-large petroleum and petrochemical engineering construction projects. The past dull project management model can no longer well go with the requirements of modern engineering project management. More and more oilfield enterprises begin adopting EPC project management model. Y Company undertook S pilot production as the main contractor for the first time. Y Company fell short of a set of complete evaluation methods so it’s hard for it to work out effective evaluation of the EPC project construction in the S pilot engineering. Accordingly, it’s in urgent need to apply theories related with EPC project construction performance evaluation to practice, thus providing effective approaches for the evaluation of EPC project construction performance in S pilot engineering.On this basis, this paper adopted such research methods as comprehensive evaluation, comparative study and statistics analysis with combination of theories and practices, and conducted comprehensive evaluation of EPC project performance in S pilot engineering. First of all, based on domestic and foreign literatures, it analyzed the research status quo of EPC project construction performance evaluation. In other words, it explored the shortcomings and problems existing in S pilot engineering EPC project construction performance evaluation system according to related theories of EPC project and construction performance as well as S pilot engineering EPC project. Second, in order to build a scientific and reasonable evaluation index system, it proposed the importance degree matrix of index categories at different stages and level1evaluation index selection matrix after sorting out literatures about the project performance evaluation index system, and probed into factors influencing the design of an evaluation index system. In addition, based on relevant conclusions of the comparative study, it suggested adopting the comprehensive evaluation system which is composed of three indexes including KPI, functional management and advantage indexes, interpreted the connotation of each index in detail and provided concrete evaluation standards for each index. Third, according to the established comprehensive evaluation model for S pilot engineering EPC project performance, and instructed by comprehensive evaluation theories, it used the method of fuzzy comprehensive evaluation and analyzed function index and advantage index in the constructed model as well as putting forward corresponding measures for improvement on the basis of evaluation results.
