Study On The Evaluation System Of Security Community Construction

Community is some social groups or social organizations gathered in a field of a life interrelated group, is the basic content of the social organism, is the epitome of social macro-, is a collection of similar material and spiritual needs of specific groups or organizations.The safe community is the foundation and the sublimation of the community construction, is the platform which promotes and satisfies people material and the spiritual need. Since 2002, the pace of building a safe community in China continues to accelerate. As of now, 70% of the provinces have carried out the construction of safe communities. January 2015 data show that a total of 552 national security community to create a national, built in 1589 units. The main work of the regional security community is the promotion of the concept of the security community, and the evaluation of the creation effect and continuous improvement process is not involved. In this paper, the effect of the creation of the security community in Heilongjiang province to create the process of the effect of the evaluation of the following studies:1.collect the details of the security community in our province to highlight the characteristics of the construction process, and contrast Liaoning and other places of security community building, determine the research direction of the security community in Heilongjiang province.2.studies the impact of the national standards on the construction of the security community in our province key factor indicators, analysis of the relevant national standards in the assessment of the problems and the reasons for these problems. Using literature method, interview method and experience summary method to establish Heilongjiang province community safety evaluation index system and quantitative.3.explore community safety fuzzy evaluation method and comprehensive evaluation model is established, on the basis of previous research, the research results are applied to Qiqihar Lake Street and Jiansanjiang farm Qixing community of two different types of community evaluation tests were carried out, finally, how to improve and standardize the safety in our province community evaluation index system to propose some measures and suggestions.The Heilongjiang Province community safety evaluation index as the research object, the construction of safe community basic requirements "AQ/T9001-2006 and of our province actual situation in combination for the establishment of regional security community building evaluation system will not only to create units of safe community construction work of the understanding deepening, and help to improve the daily management work, also can promote the safety regulatory agencies to create work guidance, assessment, evaluation, normalization.
