| During recent years, Safe Communities in some cities of China such as Beijing, Jinan, Tangshan, Changzhi have been established. However, there is no systemic and scientific evaluation method of Safe Community.In this paper, the author developed a multilayer evaluating indicator system for China Safe Community through Delphi expert questionnaire based on the criteria and indicators of Safe Community developed by WHO Collaborating Center on Community Safety Promotion and connected with the conditions of China community. 7 fist-grade indicators and 34 second-grade indicators were selected for evaluation system including "Safe Community infrastructure", "community resource", "safety promotion project", "injury surveillance system", "check and review", "sharing experience" and so on. He taked advantage of DELPHI expert questionnaire and AHP in obtaining weight and quantifying value of each index with intent to ensure the rationality of the evaluation result. Since Safe Community is a comprehensive system consisting of lots of indicators which are difficult to measure, he made use of fuzzy comprehensive evaluation in formulating a fuzzy model of Safe Community synthetic evaluation. Case study was carried out by means of practical application of the method in Wangjing community, which indicated the evaluation system is a practical and reliable one. |
