The problem of the construction and demolition waste caused by China’s massive urbanization becomes more and more serious. In order to respond to the party central committee’s call of developing environmental protection industry, building a good construction and demolition waste industry chain to make the resource utilization of the construction and demolition waste becomes a social common view. But the real condition is Chinese construction waste industry is still in its primary stage.This text first clarifies the concept,composition and classification of construction and demolition waste according to the related literature at home and abroad. And it summarizes the ways of estimation and prediction of construction and demolition waste’s production and expounds the related important theories the Chinese will use. Then it analyzes the current situation of the industry of construction and demolition waste recycling according to the Potter Diamond Model. And it divides the industry development into several stages on the basis of the government behaviors, explains the relationship between the various subjects in the industry chain. it raises the two problems this text focuses on, the low demand of the renewable building materials market and the lack of industry information interaction mechanism.Finally it proposes the solutions of the above two problems. For the former, the solution is that the government gives the economic incentives to the developers who purchase the renewable building materials.At the same time, making a system dynamic simulation further for the game evolution effect the incentives bring to. For the latter, the solutions are building the information platform of construction and demolition waste and selecting the quantitative indicators monitoring industry’s development according to the SCP paradigm in order to build a better platform and strengthen its data information effect in use.
