Study On Pollutant Release And Transfer Registration System

Industrial revolution make chemical industry booming, all kinds of good performance of chemical products to the people’s pleasure and enjoyment of life caused great environmental pollution at the same time. In recent years, a series of manganese, chromium, cadmium pollution, blood lead pollution incident occurred frequently, which make us look back to re-examine the environmental protection system of China. It indicates that the most effective method to reduce environmental pollution is reducing from the source according to experience. Pollutant Release and Transfer Register system(referred to as the PRTR system) arises at the historic moment in demand, It is a system about reporting and registering various pollution sources which emit or transfer extremely hazardous chemicals to environment through emissions. This system will collect the data for the public and chemical environmental management. PRTR Has its own characteristics: the government, enterprises, public etc. involved; Data list is surrounded as its center. The enterprise registration is the core link. The process of environmental protection can be supervised by means of compulsory information disclosure. It plays a huge role in promoting the government making decisions and regulatory environment, enhance the ability of autonomous management, energy conservation and emissions reduction of responsibility, improve the enthusiasm of public participation in environmental management and supervision. The running program of PRTR system is: making lists of pollutant discharge and transfer registration; the registration report of enterprises’ pollutants; summarizing the regional data materials; regularly making the data and other related information known to the public.In the analysis of the pollutant emission reporting and registration system in China,focuses on the differences between its operation,as well as with the PRTR system defects.it is concluded that there are many differences in the registration subject,content and management.The developed countries such as the United States, the United Kingdom and the European Union pay attention to the importance of citizen environment right to be informed, mandatory disclosure of environmental information of enterprises, strict regulations of specific legal liability and the combination of effective incentive mechanism and so on. It can be a good reference for the establishment of PRTR system in China. The author thinks that we should make specific PRTR law and regulations,improve the enterprise registration obligations,introduce the system of information disclosure,incentive and public participation,to perfect China’s chemical management system.
