Research Of Environmental Protection Policy’s Ethics In Kunming Of Yunnan Province

Based on Holmes Rolston’s theory of natural value ethics, the paper analyzes the basic connotation of the natural value in the environmental protection policy, combining with the Kunming city’s environmental protection policy, to study the environmental protection policy’s characteristic, text, implement and feedback, how to reflect the natural value,and which are still exist the problem.Giving the policy update suggestion in the end..On one hand, the value of nature ethics contains "the inherent value, tool value and system value", the environmental protection policy shows the value of nature ethics,inherent value reflects the fairness and justice from interpersonal to the kinds of interpersonal, tool value embodies the organic unity between the exploitation of natural resources and people’s development, and system value is put forward to a whole moral concern so that we can create the fortunate interaction between men and ecosystem. Combining with the Kunming city’s environmental protection policy, to study how about the policy terms reflect the value, and this is good way.On the other hand, the paper discovers the disadvantages of environmental protection policies in Kunming city by applying natural value of ethics,and the Kunming city environmental protection policy. Finally, the paper intend to improve the ethical idea of the concept with environmental protection in Kunming government, the concept with environmental protection of the minority nationalities and original ecological system protection idea aiming at the deficiency of existing environmental protection policy in Kunming City.The effective nature value theory helps to improve the practice of the policy and theory of Kunming. It also helps to speed up the perfection of Chinese characteristic ecosystem theory. In order to build and promote the environmental protection policy in Kunming, people should create the positive interaction between human and nature by emphasizing fairness and people-oriented, unifying the purpose and means and concerning the overall and ultimate moral laws.
