Research On Benefit Evaluation Of Ecological And Environmental Protection Programs For Yuqiao Reservoir

The Yuqiao Reservoir is an important adjusting reservoir in the project of diverting water from the Luan River to Tianjin.As the most important water source of Tianjin,it ensures the supply of drinking water of millions of people in Tianjin.In recent years,the ecological environment quality of Yuqiao reservoir area has declined,the water in Yuqiao reservoir has been eutrophicated.So relevant environmental protection departments of Tianjin carried out water pollution source control projects around Yuqiao reservoir area,and later established Yuqiao reservoir ecological and environmental protection programs to provide guidance to several aspects,such as improve ecological environment quality,control watershed pollution sources,ensure the safety of drinking water sources.This study investigated and analyzed the distribution of water pollution sources in Yuqiao reservoir watershed and the current situation.The export coefficient model was used to estimate thequantity of non-point source pollution load which is taking TN and TP as representative indicators.The results show that in 2012,the total amount of non-point source pollution load are TN 1137.70 tons,TP 278.57 tons,among them about 327.47 tons TN and 50.74 tons TP went into Yuqiao reservoir.Taking Luanhe-Tianjin water diversion and tributary catchment into account,in year of 2012,about 2790.47 tons TN and 315.74 tons TP went into Yuqiao reservoir.This study use grey forecasting model GM(1,1) to predict the amount of TN and TP that goes into Yuqiao reservoir,the results show that in 2015, about 3213.11 tons TN and 316.98 tons TP will go into Yuqiao reservoir.Yuqiao reservoir ecological and environmental protection programs, including watershed socio-economic regulation program, basin land and water resources regulation program, basin pollution control engineering Program, basin ecological protection project Program and ecological environmental monitoring and integrated manage programs.This paper assesses the environmental benefits of developed projects in the program, including major pollutants emission reduction projects, ecological restoration projects, capacity-building projects, industrial restructuring projects and other projects, in this five aspects there are 31 key projects. The results of assessment show that after these major projects put into effect, the annual removal amount of contaminants TN, TP will reach 1390.92 tons, 91.6 tons. This removal amount can meet nitrogen and phosphorus reduction targets under water quality objectives and requirements, it ensures the overall impact of the program.According to the above studies, summarizes and puts forward the subsequent policy recommendations of water pollution control and ecological restoration of Yuqiao Reservoir surrounding area.
