Environmental Problems In The Construction Of New Countryside And Solving Strategy Research

The new rural development proposed is an important way to solve the Three Agricultural problems in China, however, in the process of construction, we are facing serious environmental problems.This study analyzes the background of China’s rural environmental issues, describes the present situation, takes building the new countryside as a measure to improve the present situation of the rural environmet. But a series of new environment problems are produced in the process of new rural construction, for example:1) Pollution caused by the use of agricultural and livestock breeding; 2) Environment problem caused by rural reformation; 3) The influence of the development of township enterprises on the rural environment; 4) The environmental problems generated by rural tourism development; 5) The new pollution generated by industry transfer in rural areas. The particularity of the new environmental problems existing in rural:1) Converging on the city environment; 2) The influence of rural environmental pollution involving a wide range. According to the above of the environmental problem, analyzes the causes of these environmental problems and the environmental problems in the process of the new countryside building and proposes some measures to improve it. At present, the main environmental problems in developing new rural are still severe and the sources of environmental pollution are variable, we analyzed the reasons for their formation, as follows:1) The lack of economically and financially support to rural environmental protection; 2)The lack of long-term planning; 3) Backwardness of environmental protection infrastructure; 4) The laws and regulations system of environmental protection are not perfect; 5) The public awareness of environmental protection is not enough; 6) The management system in rural environment is not completion and lack of enforcement.According to the cause of environmental problems, we discussed about the countermeasures and solved the problems in economic, legal, administrative and social aspects. For example:1) Giving full play to the leading role of government policy, forming the government, the market, the three individuals together to support the new rural environmet protection; 2) Improving the regulations and policies of rural environment protection to provide a string legal support for the new rural environment protection; 3) The emphasis on prevention and scientific management to improve the governance mechanism of the new rural environmental protection; 4) Strengthening pubicity and education of environment protection, forming a good atmosphere that protecting the environment is everyone’s responsibility.On this basis, taking Guangming village in Changsha city of Hunan province for example, through analyzing the in-depth field investigation data, make sure the village has made gratifying achievements. But some environment problems existing in the village in the process of new rural development. As combined with the theory of solving the new rural environment problems, and proposed concrete countermeasures based on the practice at urban rural.
