With the rapid development of the social economy and environmental development efforts continue to increase, the situation of the ecological damage and environmental pollution is becoming worse and worse. Thus, our country has paid more attention to environmental protection, total pollutant emissions and pollutant trends of enterprises. More and more experts, scholars and policy makers focus on how to real-time monitor pollutant emissions, timely access to enterprise sewage situation analysis and make decisions based on the monitoring data, and grub the potential emissions trend.Traditional pollution monitoring systems have low efficiency, thus, they are unable to meet the requirement of modern environmental monitoring and management. They have more shortcomings. For example, they are unable to online and real-time monitoring pollution from enterprises, they cannot promptly notify the responsible officer when the exceeded and disconnection alarm occurred, and they do not have the remote control function and the function of deep analyzing the pollution data. To solve these problems, this paper does detailed study on modern pollution online monitoring system, which based on previous relevant research.(1) A detailed system requirement from the aspects of the business, the user, the function and the data is analyzed and the function modules of the system are designed in this paper, which make sure that the system meets the requirement of the real-time monitoring, maps monitoring, alarm management, data management, reporting services, and the analysis of total pollution amount.(2) A strict data review process, which makes all monitoring data must be checked two times, has been designed in this paper. It ensures that the monitoring data is accuracy, precision, representative, comparability and integrity to try to avoid wrong decision-making due to unreliable data. Based on this, the reliable pollution monitoring data is provided to support the environmental protection business, such as environmental inspection, environmental administrative examination and regional pollution analyzing.(3) A model of regional pollution emissions evaluation based on the combination of entropy method and efficiency coefficient method is proposed, which is used for the relevant decision-makers of a provincial and municipal environmental protection department to analyze the regional pollution data and make basis for the regionalization of emissions control. The feasibility of the model is verified by the pollution monitoring data of Qujing in the year 2014. The model analyzes the aspect from individual monitoring sites to the region, from the point to the block, so it is of value to research.A pollution online monitoring system is designed and implemented in this paper. It has the function of real-time monitoring, alarm management, data management, reporting centers, the total amount of calculation and a remote control function modules. The system, which combines environmental protection monitoring and information technology, is available for provincial and municipal environmental protection bureau to online and real-time monitor pollution enterprises. The testing results show that the system has good monitoring effect, timely alarm function and good evaluation of the effect of sewage. It shows that the system can meet the requirement of online pollution monitoring in our country.
