| Henan and its surrounding provinces were the most polluted area in China.Consumer responsibility should be taken into the consideration of the responsibility definition and control of regional air pollution.Therefore,it is necessary to analyze the air pollutant emission flows in this region,to explore feasible ways of reducing emissions,and to analyze the source apportionments of regional air quality and healthy impacts from both of producer’s and consumer’s views for the prevention and control of air pollution in Henan and surrounding areas.Based on energy consumption data and regional input-output tables,firstly,the embodied air pollutant emissions in Henan and surrounding provinces were analyzed.Then,based on the multi-pollutant optimization model,the emission reduction potentials through resource and production sharing were measured.After that,based on the MEIC inventory,the gravity model was applied to construct a city-level industrial embodied emission inventory.The CMAQ model was used to simulate the impact of regional industrial embodied emissions on regional PM2.5 and O3 concentration,and exposure-dose response model was adopted to measure the health benefits.The results of this study show that Shanxi,Shandong,and Anhui were the largest net exporters with 110,37,and 25 kt of PM2.5 embodied in interprovincial exports.Beijing,Tianjin,and Hubei were the largest net importers with 48,33,and 51 kt of PM2.5 embodied in interprovincial imports.Through sourcesa and produncts sharing,8.6%,13.3%,14.2%,13.6%and 14.5%of VOCs,PM2.5,PM10,NOx,and SO2 emissions can be reduced in the region.According to the results of city-level industrial embodied emission inventories and the simulation of source apportionments,0.9,2.2,1.2,0.8,1.0,and 1.7μg/m3 of regional PM2.5 pollution were casued by the industrial production of Beijing-Tianjin,Hebei,Henan,Shanxi-Shaanxi,Hubei-Anhui,and Shandong-Jiangsu,and 1.2,1.8,1.5,1.5,3.4,and 0.6μg/m3 caused by their consumption of industrial products.The responsibilities of producers of Hebei were higher than that of consumer,and the emissions mainly affected BeijingTianjin.The responsibilities of consumers from Hubei-Anhui and Shandong-Jiangsu were higher than those of producers,and their consumption mainly affected Henan,and Hubei-Anhui.For the O3 pollution in the region,1.3,1.9,1.5,1.6,1.7 and 2.0μg/m3 were related to Beijing-Tianjin,Hebei,Henan,Shanxi-Shaanxi,HubeiAnhui,and Shandong-Jiangsu’s industrial production,and 1.2,1.8,1.5,1.5,3.4 and 0.6μg/m3 were related to their consumption of industrial products.The responsibilities of producers from Beijing-Tianjin,Hebei,Shanxi-Shaanxi and Shandong-Jiangsu were higher than those of consumers,and their emissions mainly affected Hebei,Beijing-Tianjin,Henan,and the region.The responsibilities of consumers from Hubei-Anhui were higher than that of producer,and its consumption mainly affects Henan.In 2012,the regional health damage from industrial PM2.5 and O3 emissions was 31.9 billion Yuan.The environmental liabilities of Hebei and Hubei-Anhui were higher than their actual losses. |
