China is now in a period of multiple emergencies, the losses and damage of all kinds of disasters and events are increasing. It is a hotpot attracting our government’s attention that how to resist natural disasters effectively and reduce the impacts of disasters. Community resilience, as a metaphor, theory, set of capacities, and strategy for disaster readiness and recovery, has been caused widespread debate in foreign academic circles, in recent years has been the domestic scholars. Community art force is from the community level to study a range of regional comprehensive ability to resist disasters and post-disaster recovery. In recent years, the domestic scholars have begun to pay close attention to this concept.This study tries to explore-the definition,effect factors and evaluation methods of community resilience based on studying a large number of foreign literature. First of all, this paper traces the source of community resilience, lists the representative definitions from abroad of community resilience. Given this, this paper give the general definition of community resilience, and the distinction between this concept and others like vulnerability, adaptability. Secondly, based on the Social Vulnerability Index (SVI), Disaster Risk Index (DRI), Human Development Index and Community-based Risk Index, this paper build the general community resilience index system by many study methods like literature study, Delphi method and comprehensive evaluation. In order to better evaluate the resilience level, this study proposes the reference critical, and work out the resilience coefficient via comparison. Finally, this study applys it to the specific community to evaluate the method is actually useful.
