China is one of the countries affected most by various disasters,and disasters have affected social stability and healthy sustainable economic development long time in China.With the promotion of a series of disaster reduction plans,China has achieved remarkable achievements in building community disaster resilience,but the relevant evaluation and construction standards still focus on post-disaster response,relying on "strong government" top-down disaster prevention and relief,the awareness and ability of community residents and external stakeholders to participate in governance on their own are yet to be strengthened.Based on this,establishes a scientific,reasonable and systematic evaluation index system and evaluation method for community comprehensive disaster resilience based on relevant studies,aims to accurately portray China’s community comprehensive disaster resilience,point out the links that need to be improved as a priority,and precisely implement measures to provide reference for China’s community comprehensive disaster resilience construction.Firstly,based on the DROP model proposed by Professor Cutter of the University of South Carolina in 2008,this thesis draws on Norris’ s point of view on community resources in the disaster resilience resource network model,adapted to get a community comprehensive disaster resilience model,and constructs a community comprehensive disaster resilience evaluation index system,including 7 secondary indicators and 36 tertiary indicators.The 7 secondary indicators include demographic characteristics,infrastructure,government governance,economic development,community capital,community capacity,and community intelligence.The scientific rationality of the index system and the questionnaire was verified by using collinearity test,validity test and confirmatory factor analysis.Secondly,taking the comprehensive disaster resilience of Luoyang community as the research object,using entropy weight TOPSIS,system clustering and obstacle model to evaluate and analyze the comprehensive disaster resilience of Luoyang community.The results show that(1)community capital has the highest weight,which is the most important factor affecting the level of disaster resilience.The weights of government governance,community capability and community intelligence are at a medium level,but there are large difference among different communities,which needs to be focused on in disaster resilience construction of Luoyang City.(2)The comprehensive disaster resilience of Luoyang City generally presents a "pyramid" distribution,with a decreasing pattern of community disaster resistance capacity from rural to urban areas.(3)The secondary indicators as community capital,community capacity and community intelligence are the main factors that cause the differences in comprehensive disaster resilience level of communities among different types of communities.The education level,proportion of migrant workers,per capita annual income,disaster insurance,borrowing capacity,emergency channel traffic conditions,and emergency sign indication capacity significantly restrict the construction of the comprehensive disaster resistance capacity of Luoyang communities.Finally,be precise.Based on the evaluation results of the community comprehensive disaster resilience,and guided by problem solving and precise policy implementation,relevant policy suggestions are put forward from five perspectives:strengthening disaster publicity and education,focusing on community economic construction,optimizing infrastructure,developing community capital,and enhancing community intelligence.
