This paper introduces intermittent production of variable burning rate propellant with Square Plate-shape,including the raw materials,equipment and technological process.Found intermittent production of layered propellant process with a higher risk :Nitrocellulose is flammable and explosive chemicals,Ether and ethanol are flammable volatile chemicals,a variety of mechanical and electrical equipment used in the process, It can also cause accidents when have careless operation.this thesis use the Set Pair Analysis, Fault Tree Analysis and improved BZA-1 Method based on Fuzzy Mathematics in The main risk processes of the production. Propose appropriate measures on the basis of the safety evaluation.The evaluation results are in line with actual production.And propose appropriate corrective measures for the real production safety,provides a theoretical and practical significance in safety production.Use the combine with Set Pair Analysis and Fault Tree Analysis in The more dangerous process:gelling step and the extruding step.Using fault tree analysis of the above two steps,determine the top event is a combustion explosion.Step by step analysis of the relationship between the intermediate event and bottom event.Draw combustion explosion tree of two processes.Qualitative calculate the minimal cut sets and structural importance of the fault tree.The results showed that the gelling step fault tree have 23 minimal cut sets,the extruding step fault tree have 16 minimal cut sets.Since the probability of bottom events is uncertain.use Set Pair Analysis to calculate the degree of combustion and explosion contact of the processes.Connection with a single base propellant manufacturing process characteristics, based on the traditional method of BZA-1,using the fuzzy mathematics assess and calculate thevalue of K,Improved static risk V,Process risk factor γ,accident probability index P,occupant density or frequency D.Full account of the complex situation,improve the original method of "simple and crude" method of determining the value of K.
