In recent years, with the accelerating process of urbanization,environmental degradation in air quality has posed a heavy threat to the economic development and huaman life.To conquer the harmful influences of environmental pollution and improve the economic efficiency of urban cities, the Chinese government is trying to take measures to reduce the emission of pollutants. Thus it is significant to research the impact factors of urban air environmental pollution and explore the effects of investment in treatment of industrial pollution and the environment regulations implemented by the government.In this paper, we research the impact factors on air pollution not only in terms of pollutant emissions but also pollution concentrations, which is a creative idea.We mainly use a panel data of 105 major environment protection cities from 2005 to 2013, which include both the environment regulations data and the economic factors data of the cities.At first,we treat environment investment in industrial waste gas and the fees of pollution control facilities as two different measure index of environmrntal regulations.Then we take both environmental regulation factors and economic factores into consideration to investigate the impact factors of urban cities’ air pollution using the Fixed Effects Model and the Difference Generalized Method of Moments Model.Our findings reveal that the investment to reduce industrial waste gas is significantly effective, as well as the first-lagged investment, indicating that the investment management has a certain time-lag effect. Enhancing the strength of environmental regulation helps to reduce emission levels of urban industrial gas pollution. While there is no evidence showing that the same effectiveness on pollutant concentrations in air quality.We haven’t find the inverted-U shaped Environmental Kuznets Curve relationship between economic growth and urban air pollution in China, which implies the possibility that our urban air pollution is getting worse with the economic development. Population density and the proportion of secondary industry have a significant positive impact on waste gas emissions intensity, while the influence of FDI on urban environment depends on the kind of pollution indicators chose in the study.According to the results of our research, we provide three suggestions to improve the air quality in China cities. The first way is to expand the scale of investment in industrial pollution control and environmental management, to optimize the investment structure and increase the efficiency of environmental management.The second one is the introduction of market mechanisms to strengthen environmental investment and financing, whice can widen the financing channels for environmental protection, which helps to ensure the sustainability of investment management. The third suggestion is to increase the intensity of environmental regulations and environmental monitoring. Broadening the scope of the polluters under regulation to form a comprehensive and long-term pollution control mechanism.
