Preventive protection is before the cultural heritage of the damage, and actively take measures to minimize the damage to the cultural heritage or to avoid damage. This concept has been widely recognized, and actively practice in the work of cultural heritage protection. Under the guidance of the concept, the establishment of Mogao Grottoes flood early warning and emergency response system, the Daquan River before the occurrence of flood hazards and timely forecast, early warning of flood risk, and take effective emergency measures, the Mogao Grottoes and tourist safety good protection, the Mogao Grottoes area environment get good development and has very important significance.Flood early warning and emergency response system in China and abroad are reviewed in this paper.Combined with the feature of the world cultural heritage protection, characteristics of landform, the flood characteristics of time and space of the Mogao Grottoes in the east of big spring river are analyzed in detail. On this basis, this text builds early warning monitoring network of the Mogao Grottoes flood warning system, makes clear monitoring content and monitoring time,constructs with outside the construction site which means monitoring site automatic real-time monitoring of rainfall and ground water level change and flood situation;spatial data transfer which means spatial data transmission, or satellite mobile communication to transmit data in real time and indoor prediction which means indoor real-time monitoring as united system. this paper reviews achievements on the basis of the MogaoGrottoes flood forecast and flood risk assessment,combines with the protection of world cultural heritage site features and flood risk management in our country,docks the Mogao Grottoes flood early warning system,builds the Mogao Grottoes flood emergency response mechanism.Mogao Grottoes flood emergency response mechanism by a flood emergency command, flood emergency command office and eight emergency response team composition, and the provisions of the emergency response procedures, the Mogao Grottoes in the event of flood damage, protect personnel can realize the real-time data receiving and verification, video real-time monitoring flood field, the timely release of information, quick command scheduling and protective measures to take timely and the rapid and effective emergency response to eliminate or as far as possible to reduce the loss.
