Study On Early Warning Linkage Mechanism In Emergency Management Of Major Flood Disasters In Linhe District

The nineteen major reports of the party put forward the important idea of “ establishing a common,comprehensive,cooperative and sustainable new security concept” for emergency response.As the global population continues to expand,regional development is more unbalanced,natural environment is deteriorating,natural disasters occur frequently.Science and technology is constantly innovating and developing,the domestic artificial engineering system is constantly complicating and gigantic.Risks intertwined and superimposed in various fields,all kinds of emergencies occur constantly,wich brings forward higher requirements for governments emergency management.Taking the major flood disasters in Linhe District of Bayannaoer in 2012 as an example,based on the theory of emergency management,synergy theory and risk society theory and so on,combined with the early warning linkage mechanism in Linhe District,this paper makes a multidimensional andin-depth analysis,which reveals that the awareness of early warning is not high,the overall plan of the plan is not strong and the linkage of the Department is insufficient.We also put forward some countermeasures to improve the awareness of early warning,enhance information integration and sharing,improve the integrity of emergency plan,integrate emergency resources and improve the relevant legal system.The research results can provide an important theoretical support for improving linen River emergency management early warning linkage mechanism and constructing a scientific emergency management early warning linkage mechanism.The relevant departments in Linhe district should be more normalized,institutionalized and standardized in order to adapt to the requirements of the new era.
