At the same time, emited large amounts of industrial pollutants makes the rural areas has been as the main place of a digestive treatment of urban living garage and industrial waste. A huge number of various types of urban pollutants and occupy the rural land resources and continue to pollute the air, soil and water. There is a widespread pollution intensive enterprises in our country to move in to the rural, the rural bear the pressure itself and the city’s pollution, further increased the imbalance of urban and rural ecological environment and expanded the area of urban and rural environmental pollution. On the contrary, because of its rural agricultural productionfunction provides a large number of agricultural products for the city which will take the city to bring back a potential source of pollution. It will creat a vicious cycle. Therefore,if we donot pay attention to the phenomena what rural and urban pollution transfer. It will be disastrous.From the meaning and characteristics of the pollution transfer, this paper analyzesed that current situation and hazards of urban and rural pollution transfer, and explore the legal system and thus the lack of maneuverability weak regulation and enforcement and other problems caused by inefficient. On this basis, through the comparative study, summarize a wide range of advanced foreign management experience, namely the United States to take control transfer of pollution source control and supervision of the entire process,sub-regional management and information sharing to take the UK,Japan to increase the forces to promote civil and government intervention. And strive to learn more countries shift pollution control legislation and practical experiences, propose solutions suitable for China and Countermeasures. Trying to regulate the system of public participation,environmental impact assessment system,pollution liability insurance system and ecological compensation system and other systems. in order to achieved the sustainable development of urban and rural environment.
