Study On The Assessment System Of Environmental Damage

After the Reform and Opening up, on the one hand, the thinking of making economic development for our central task has allowed us the great achievements that attracted the worldwide attention. On the other hand, probloms in environment stored up in about last thirty years are also being notable intensively. Actually, environmental disruptions and ecological damages have often been reported. In China, the trend of environmental determination has not been substantially contained. Environment protection brooks no delay. Environmental Damage Assessment System, which is due to environmental disruptions and ecological damages, has been thoroughly researched. This dissertation is making a clear definition to the concepts, the meanings and the characteristics of environmental damages and environmental damage assessments, make them more explicit and borrow foreign experiences to make good use of us. The industrial revolution was firstly witnessed in developed coutries in the west, where large-scale environmental disruptions and ecological damages occured in the 1950 s. So the Environmental Damage Assessment System was also established earlier there. With sorting out the development journey of the Environmental Damage Assessment System of foreign developed cuontries and summing up their successful practices, can we understand better that the establishment of the Environmental Damage Assessment System is not accomplished at one stroke, but gradually improved in summing up experience of practicing. In this dissertation, we shall treat objectively the situation and problems of the Environmental Damage Assessment System of China, and establish one that conforms to the conditions. In system design, we are supposed to achieve the situation of there being laws to go by. And in implementation process, we should adopt corresponding measures, to ensure that the Environmental Damage Assessment System should exert their effect according to their purpose. And then can we achieve the governance in environmental disruptions and ecological damages and the goal of blue sky and clean water, and begin in the development of ecological civilization.
