Study On The Assessment System Of SEA In The Regional Exploitation

SEA in the regional exploitation is the main form of Strategic Environmental Assessment (SEA). Its object includes area programming, city programming and area exploitation programming. It is the important means to harmonize the environment and development in an area with the systematic visual angle. The Regional Environmental Assessment (REA) which is carried out in our country now is still at the transitional period of Environmental Impact Assessment (EIA) and SEA, and lacking in higher strategic visual angle, so it has prevented the development of SEA's theory and application. Therefore, it has not only theoretical value but also practical significance to research on the assessment system of SEA in the regional exploitation.Based on the former and present research, this paper defines the connotation of SEA in the regional exploitation through further analyzing the inner demands and the working goals of it. Correspondingly the research route of SEA in the regional exploitation has been established: according to sustainability development, in the early time of making strategy, we should synthetically consider all impacts which a strategy brings, including those on economics and societies, especially stress those on the environmental sustainability development. So we should carry out the estimate in three aim levels: achieving the sustainability of regional environmental quality, regional environmental carrying capacity and regional integration.
