In recent years, the difficulty of conventional petroleum resource exploration and development in China is gradually increased, and the domestic crude oil production growth is slow, resulting increasing external dependency. Oil shale is one of the most promising alternatives, attracting increasing attention because of its rich reserve. Our country carried on many research in oil shale refinery process, oil shale is mainly used for refining for oil. In China, the large-scale industrialization oil shale retorting technologies is mainly conventional Fushun retorting technology(FS).In the paper, we did exergy analysis of FS process, based on second law of thermodynamics. Total exergy loss of FS process is 467.3 MW, the ration of oil shale retorting unit and power generation unit are 69.9% and 30.1%, respectively. Look from the economic analysis, we put forward value per unit of energy concept, determine the major factors affecting the value per unit of energy are low oil yield and product. So, in the paper, we put forward pyrolysis oil and gas upgrading process based on FS process. The process consists of retorting unit, retorting gas reforming unit and hydrogenation unit. The sorption-enhanced reforming reaction is introduced to produce hydrogen. This hydrogen not only satisfies the need in the hydrogenation process but is also partially sold to improve the economic benefit. Simulated the process by simulation software and get material data.Meanwhile, two kinds of routes of hydrogenation were put forward, high pressure hydrocracking process(FS-HPHC) and hydrofining process(FS-HP).In the paper, And techno-economic analyses are conducted for the traditional Fushun oil shale refinery and two hydrogenation upgrading process. The analysis results indicate that, the net profit of FS-HP process and FS-HPHC process higher than FS process 0.18 billion and 0.33 billion, return on investment higher than FS process 5.73% and 8.97%,respectively. So, pyrolysis oil and gas upgrading process based on FS process can improve the economic benefits of process.
