In the process of China coal mining, it is difficult to identify, express and quantify the versatile and complex mine hazards. As a result, it is subjective and invalid to select main controlling factors and control the risk ahead in evaluating the safety of mine production system. At present, it is short to explore the safety evaluation method based on mine hazards identified from coal mining site. This paper studies on the multi-layer hierarchical structure model for mine hazards. This model is the foundation of researching on expressing multi-layer hierarchical structure, building factor spaces and evaluating the safety for mine hazards.Firstly, this paper is to analyze the multi-layer hierarchical structure of mine hazards by using hazard identification and system engineering theory. Based on this structure, the multi-layer hierarchical structure model is established by dividing the structure into five hierarchies, such as top level, system level, task level, main risk factor level, and bottom level. Secondly, the three-dimension multi-granularity structure model and factor spaces of mine hazards are constructed based on hall three dimension structure and the theory factor spaces. It is helpful for hazard classification and selection. Then, the dynamic safety evaluation index system is established and the indicators quantitative method is proposed based on coal mine hazards information. And the multi-layer hierarchical structure risk evaluation model for mine hazards is established by using entropy weight and gray relational analysis. It is helpful for safety evaluation and risk management.As an application of analyzing Nan Liang coal mine tunneling system from January to June in 2014, its safety situation becomes better from March to June. The application results indicate that the multi-layer hierarchical structure model reflect the safety situation of production system and improve the safety management level by classifying hazard factors from different dimensions and doing dynamic safety evaluation based site hazards information. It is helpful to improve mine safety management level.
