As the source of life, water is also the basic element for production and ecological environment. As one of the basic elements of the environment, water environment is an important place for human society depending on for existence and development. With the rapid economic and social development of China, water environment has been seriously damaged, because of which strengthening water environment protection has become the most important thing of environmental protection.Based on previous researches, the studies on daily water environment scheduling and water environment scheduling for emergent event were carried out after taking the running water project planning in high-speed railway district of northern Xinbei district in Changzhou City as a study case, by which to satisfy the rapid economic and social development of Xinbei district. Also it was one of important plannings to realize the sustainable development for society, economy and environment in plain area with water network. The main contents were as floolws:(1) The basic conditions of economical and social development in Xinbei district were comprehensively investigated and analyzed. And the present situation and existing problems of water environment were analyzed too.(2) Some relevant investigation and statistics were carried out such as tidal level of Zaogang River and Desheng River, cross-section data of involving rivers, boundary conditions for water exchange.(3) According to the distribution of chemical industrial park and chemical industry area for dyestuff, the mathematical model of unsteady flow was constructed to simulate the changing situations of backbone river network under different kinds of boundary conditions.(4) The daily channel and flow rate for clean water diversion, strategies and measures for emergent event in chemical industrial park, and the corresponding planning schemes were put forward, which was supposed to provide reference for clean water diversion project in similar areas.
