Drinking water is essential to people’s daily life, thus it is extremely important toprotect the hygienic security of drinking water. Disinfection is a landmark improvementin public health area. The microorganism in drinking water is well controlled afterdisinfection, but disinfection also brings disinfection by-products (DBPs) into drinkingwater, raising new health risk. Under different disinfect condition, DBPs have differentformation and composition, and can have different levels of health risk. It is necessaryand important for urban and rural drinking water supply safety to study how to evaluatethe disinfection safety rate and control health risk as well.On the basis of vast literature research, the paper came up with a new thought onchlorine residue concentration optimization assessment. A new assessment model wasbuilt, the relevant parameters in the model were given a tentative value and then a trialmodeling was done based on a section pipe network in Chongqing. By using the newchlorine residue optimized control assessment to evaluate the disinfection safety of thenetwork, following goals were achieved: a) Getting the timely disinfection safetysituation of the whole pipe network, maintaining the disinfection situation in a safe level;b) By optimizing chlorine dosing method, dosage can be reduced, and making thechlorine concentration more uniform in a pipe network; c) Help to scientifically set therechlorination site. The main research content and results are as follows:1) Building a new chlorine residue concentration optimization assessment model.The major idea of the new model is to figure out the percentage of the pipe amount ofeach concentration interval in the total pipe amount, an evaluation model function wasbuilt using the percentage combined with risk value.2) Chlorine residue concentration was segmented and corresponding healthevaluate value was given to each segment. The segmentation was considered in twoaspects; one is through analyzing the data collected domestic and foreign literature, theother is by studying DBPs formation model and corresponding health risk, and trying tofind their relationship between chlorine residue concentrations. Combining these twoapproaches, an appropriate chlorine residue concentration segmentation came out.3) The disinfection situation of a section pipe network in Chongqing was evaluatedusing the new model, trying to optimize the disinfection scheme of the section. Itshowed that by using the new model, disinfection safety situation of the pipe network can be effectively learnt, can optimizing chlorine dosing method, help to scientificallyset the re-chlorination site.
