In December2009, AS an important measure of the development of tourism, the StateDepartment established creating the international tourist island of Hainan as a national policy.For a time, various development companies and tourists flocked to Hainan, Dozens of touristresort zone was built in just a few years.However, as the international financial crisis causedby the U.S. real estate bubble deeper influenced the world and our country. The financing ofreal estate and tourism projects was strictly limited by the macro-economic control policy ofour country, Once it made the enthusiastic development of tourist resorts and tourism realestate get into trouble.Through the research of current tourist resort planning and construction in Hainan, Ifound the establishment of Hainan tourist resort was very random, the approval andmanagement program of the tourist resort was vague. The provincial tourism administrationdepartment struggle for power of the tourist resort’s control planning and approval.While thelocal governments set up and approved tourist resort by themselves under the tourismdevelopment planning in order to the land finance.So, there was a situation that thedevelopment of the tourist resort was contradictory and disjointed with the urban&ruraloverall planning and land use overall planning. The city and county governments’sindependent action fragmented the province’s tourism development situation of a chess, Evensome local governments disregarded tourism resources’s development and utilizationconditions, invested the limited town construction funds in tourist resort constructionunplanned.which had seriously affected the town’s the healthy development. And manytourist resorts developed tourism projects on the surface, in fact, they were engaged in realestate development in disguise.Because of the functions of tourist resort and residential areaplanning did not match, the nature change of tourism resort development brought disastrousconsequences for development projects. Which seriously affected the implementation ofnational policy Constructing Hainan International Tourism Island.I believe that the key problem is Hainan lacks effective management for counties’stourist resort siting approval. So does the effective control for the overall layout of the touristresort, it is necessary to put forward strict management and control requirements for tourismresort siting approval in Hainan, standardize the establishment of tourist resort.I am in thehope of providing some theoretical support for constructing Hainan International TourismIsland by this study, guiding the healthy development of tourist resorts.
