Highway is transportation infrastructure designed for automotive service. It is animportant part of transportation between cities. Highway has significances of enhancing theefficiency of modern logistics and people’s quality of life and achieving rapid economicdevelopment. The number of highway accidents increases every year with the substantialincrease in the scale of highway network at the same time, among which caused by badweather close to40%and fog caused relatively most serious. It is shown that traffic accidentsand the fog weather are important factors that caused driving risk, especially the dual impact.Now it has become one of the major problems that the highway management departmentsfaced.At first, this paper analyses the factors that impacted the traffic, including traffic accident,foggy weather and the combination of both, especially from the sections and networks ofroads and the high-way operations perspectives. Besides, the accident affected area isseparated into protection areas, control areas and buffer areas based on the effects of trafficaccident. Second, the paper specific states the security measures for the road accident underfoggy weather in three aspects, which are the establishment of temporary facilities inprotection areas, the organization in control areas and the guidance in buffer areas. Then,according to the factors that influence the traffic security under traffic accident and foggyweather and the principle of evaluation index selection, establish a security measures fortraffic accident road in foggy weather by choosing the indicators of traffic guidance facilities,traffic accident road conditions, operations in road networks and economic feasibilities andestablish a matter-element evaluation model. Finally, the paper states the practicability ofsecurity measures for traffic accident in foggy weather using high-way network in SichuanProvince as an example.The searching process and conclusions of this paper could provide both theoretical basisand response plans for highway operation and management in Sichuan Province and areference for management of other highways that is vulnerable to adverse weather.
