This paper has described the evolution of seismic analysis and design methods,introduced the current research situation and main content of structural performance-basedseismic design. Three level performance targets were setted up for multilayer RC framestructures, based on many an experimental statistics of domestic RC beams and columns,layers deformation were selected as the structural performance indicators and performancetargets were quantified.This paper focused on the discussion and analysis of the displacement-based seismicdesign method, pointing out that the deformation control design is an effective way andimportant means to achieve performance-based seismic design, then using this method to theseismic design of a RC frame structure, according to correlation between performance goalsand layer deformation, we can easily calculate earthquake effect and reinforcement of sectionunder different fortification levels and seismic performance objectives, the deformation ofstructures and hinge’s sequence and location of component at different levels of fortificationcan be controlled.In order to verify the validity and rationality of deformation controlled design method,this paper elaborated the principles and procedures of pushover analysis and capacityspectrum method, with SAP2000software platform, using this method for the seismicperformance assessment of designed structures and compared with elastic-plastic time historyanalysis results. Evaluation results show that the displacement as a design index caneffectively control structure’s seismic performance under earthquake and convenient toachieve performance-based seismic design objectives and the capacity spectrum method andits improved form used as a performance evaluation tool is feasible and reasonable accuracyworthy of promotion in practice.
