With the rapid development of China’s civil aviation, the airport time slot resources tenseincreasingly, especially in case of the bad weather, the airport capacity decrease sharply, which in turnlead to flight delays, stranded passengers and flight cancellations, severe economic losses and largersafe hidden trouble appear at the same time. As one of the important means of air traffic flowmanagement, the core question of ground delay program is to redistribute landing slots, so as toreduce flight delays and economic loss.On the basis of previous study, we firstly study the coordinated dynamic configuration of airporttime slot resources. Firstly, collaborative time slot static configuration was studied. In the staticconfiguration model-based slot, through collaborative decision-making mechanism, integratesynthesize ATC sectors and airlines factors, consider the individual rationality of airlines, we createthe synergies slot static configuration model, in order to achieve the goal of reducing the loss of flightdelays and guaranteeing interests of every airline. Then time slot dynamic allocation was studied, inaccordance with uncertain weather information, the airport capacity scene was established. In order toimprove the utilization rate of time slot resources, the minimum total expected delay cost is regardedas the objective function, then the stochastic optimization model is established to allocate time slotdynamically, However, time slot allocation involves multiple unit operational units, such as ATC,airlines, airport, etc., and each unit has its own specific or potential decision-making objectives.Previous studies on the time slot allocation mostly focus on angle of the single objective optimization,this method not only reduce the efficiency of the airport time slot resources but also lack of scientificnature. In this paper, we synthesize ATC departments and the corresponding decision goals, we set upmultiple objective time slot dynamic configuration model, in which both efficiency and fairness of thetime slot allocation were considered. Finally, according to the established model, we designed andimplemented the airport slot coordination dynamic resource optimization system, through exampleswe demonstrated the effectiveness and practicability of the proposed model.
