With the rapid development of expressway, China has now entered into the period of construction and maintenance, and the investment of highway maintenance increases year by year, with the proportion growing at the same time. Therefore, a plan that will reduce costs, create a good operating condition and have a low concentration of pollutant would be approved by experts under the premise to achieve conservation goals. How to predict perfectly, take views of all experts in account, and quickly assign tasks is a major bottleneck for the road pavement maintenance workers.Therefore, this paper uses pavement maintenance decision support system as decision-making platform considering the current situation and improves its key issues involved. The contributions and innovations are as follows.First,an equipment that can realize PCI online acquisition and information share based on mobile terminal is invented. With it rapid detection, synchronous upload and resource sharing is easy to come true and such providing data base for the pavement maintenance decision support system(PMDSS). It uses GPS location, camera to achieve real-time pavement condition survey, and once a mobile network or Wi-Fi is available, the pavement detection data will be uploaded and processed based on latitude and longitude converter in the background and finally stored in the system database in order to facilitate inquiries.Second, an algorithm about pavement performance prediction based on unbiased opposite-direction accumulated gray Markov Chain is proposed to explain the rules of performance development under random factors. In order to adapt to the gradual decay of pavement performance trends unbiased opposite-direction accumulated gray is used, and then the errors computed by model above are employed to analyze the effect of random factors.Third, a set of group online collaborative decision making method is put forward to provide a systematic guideline for pavement maintenance. On the basis of feasibility study on economic indicators, sharing data, teleconferencing, whiteboard, workflow, voting mechanism with the route technical specifications speed, saturation, average density, average delay, the expected cost of conservation, diffusion concentration of pollutants as evaluation indexes is assisted for experts to evaluate conservation programs. During evaluation, ordered weighted average is first used in pavement maintenance decision in order to eliminate the difference on index weight, and then the experts score the scheme with the concept of support degree. To reflect the degree of consistency between experts of each program, expert individual and group, distance is used. With the distance smaller, the consistency is higher.Forth, when the task is assigned, the method of distributing tasks based on collaborative order is proposed to achieve a reasonable distribution and rapid completion. While the company’s resources remaining exceed the task required, they are allocated in accordance with the rate of conservation. Otherwise, such company needs to search for help form partners.
