Due to the scaffold project related to safety accident, the scaffoldingengineering is one of the larger risk division component project in ofconstruction engineering in our country. The general theory researches of Safetymanagement on construction projects are mainly concentrated on security system,security control process and safety evaluation method, etc. On applicationresearch, emerging technologies such as communications technology, buildinginformation model and the Internet of things application become one of hot topicin construction engineering safety management.This article analyzes the scaffold safety monitoring requirements to set upreasonable monitoring function with mobile information technology (mobile IT),according to the specifications, regulations and requirements to the constructionsite. On the basis of the specific requirements, outside scaffolding safetymonitoring model based on mobile IT is built. This model is including outsidescaffold safety monitoring organizational structure, working process andequipment deployment, using the UML language to describe. Monitoring datacollection and analysis is the key to the outside scaffold safety monitoringmethod, this paper studies the kinds, scope and measures of the monitoringinformation.The outside scaffold monitoring system based on mobile IT has beendesigned and applied to the construction site. In case study, this papersummarizes the situation, system framework and implementation process. Inorder to further evaluate the effect of the system, the technology adoption model(TAM) has been built to analyze influence factors for outside scaffold safetymonitoring system used in construction site.Using mobile IT into construction engineering safety management meets thetrend of informatization and is beneficial to reduce the scaffolding engineeringaccident rate and improve the efficiency of the on-site safety management.Outside scaffolding safety monitoring based on mobile IT provides a new wayfor scaffolding safety management. The successful case acceleratesinformationization of construction safety management.
