Research On Objectives And Optimization Management In Power Transmission And Transformation Construction

The development of electric industry is closely related to national economic and national living standard, the power grid is important for energy scheduling. The energy distribution in China is not balanced so that there existed energy structural conflicts. Therefore, it is necessary to strengthen the power plant construction as well as speed up power gird development. During the "Twelfth Five-Year", the conflict between energy supply and demand will become more prominent, which means a higher demand on the scale and distance of power transmission and distribution projects. They have characters of huge amount of investments; what’s more, a number of areas of expertise and material coordination are involved in the process. At present, problems such as inadequate cost management, imperfect organizational system are exposed. Therefore, the research on objective optimization of power transmission and distribution projects has a significance meaning.Firstly, this article conducted literature reviews over research on domestic power transmission and distribution projects, based on the research results, this article proposed that the optimization mode can be conducted from four aspects by work breakdown structure. What’s more, most of the research in this field is still in theory, lacking of empirical analysis.Secondly, this article had a deeply research on target management theory and methods, based on that built optimization mode of power transmission and distribution projects, put forward that work breakdown structure can be conducted from for aspects:schedule controlling, quality controlling, cost controlling and safety controlling, which is the basic of the objective management and optimize. With all those process, the optimizing is adjustable and controlled, and also with actual operational.At last, this article conducted an empirical analysis on the basic of a power transmission and distribution project in Heilongjiang province. Demonstrated the operability and effectiveness of the optimize method proposed in this research.This study was based on the management experience of an actual power transmission and distribution project, put forward optimize model. It also provided a new view for research on objective management and mechanism design, also a reference for delicacy management on power transmission and distribution project’s empirical analysis.
