In recent years,with the deepening of the power system reform,the market mechanism of the power industry is becoming more and more perfect,and the electricity construction market is gradually separated from the grid enterprises.The original power construction market structure is broken and the monopoly distribution system is lost.With the increased of the cost of labor and raw material year by year,while the reduction of power construction in domestic market,power construction enterprises are facing fierce competition.Transformer construction enterprises must keep up with the pace of development and change the existing management.To improve the comprehensive competitiveness of transmission and distribution enterprises and the anti-risk capability to stand out from many companies,controling costs become more important.The goal of enterprises is to maximize the profit while maximizing the customer service.Cost management affects the economic efficiency and profits of the enterprise.Therefore,the adoption of scientific and advanced cost management system will help enterprises strengthen their core competitiveness.Cost management of construction project is an important part of the cost management of transmission and distribution enterprises.From project tender stage to project construction to project final completion stage,project cost management runs through the whole process and requires full staff participation.Tian Xin is a veteran of transmission and substation construction enterprise founded in 1992,more than and 20 years,the management idea and management mode of single power transmission.In order to adapt to the increasingly fierce competition in the industry,enhance the core competitiveness of enterprises,Tian Xin power transmission company must improve the level of project cost management as soon as possible,take scientific and modern management methods the strengthening of the project cost management.From the own development of transmission company,the ultimate goal of project cost management is to achieve shorten the project duration,reduce energy consumption and improve project quality.Enterprises should review their own cost management system,find the weak links,use advanced science and modern cost management system to save cost.Based on the development of Tian Xin Company and the study of environment of power transmission and transformation industry,the cost management system of power transmission project construction project in China is studied and thought,and it is hoped that the project cost management system can realize the enterprise’s sustainable development and competitiveness.Through the research on the original project cost management mode of Tian Xin Company,this paper evaluates the present situation of the enterprise,finds the existing cost management problems,analysis of the reasons.On this basis,it integrates the theory of cost management of whole life project,emphasizes the comprehensive,full and the whole process of cost management,improves the cost control elements and construction projects which establish a new project system for the Tian Xin cost management.In terms of the cost management process,this paper establishes a new project cost management system from the project bidding stage,the preliminary design and budget stage of the project,the implementation stage of the project and the completion stage of the project.On the other hand,it builds multi-dimensional all-round cost management implementation plan from project progress,risk,quality,material,communication five aspects of the construction.Finally,using the Analytic Hierarchy Process to evaluate the effect of project cost management from three aspects of economic benefit,technical benefit and social benefit,it is proved that the proposed cost management improvement measures are adaptable to the current market environment and the requirements of the development of Tian Xin company.It has certain practical significance and provides reference for the development of Tian Xin company.It has certain theoretical value and practical significance.
