After the proposing of smart grid by the United States in2003, great effort and remarkable achievement of China’s grid have been made. Relying on digital technology and network technology, an informationalized, interactive and automatic smart grid is built. User-side of smart grid will be the next focus of grid development. Allowing users to know the information about real-time electricity consumption and electricity price, and encouraging users to participate in power management to reduce the unit or family cost of electricity, are the key means to realize the science of electricity, and to improve energy efficiency. By energy efficiency monitoring projects, electricity load transfer, load shifting, reducing the demand for capacity of transmission and distribution facilities and improving the user’s profit can be realized, to achieve the purpose of energy saving.To meet the current demand for energy efficiency monitoring, the basic power type and thermal type monitoring terminals are designed in this paper. Power efficiency monitoring system is an important component of energy efficiency acquisition system, mainly used in power plants, substations, power users and power communications, and provides effective data support for power system energy efficiency monitoring and control. Firstly, the research of energy efficiency monitoring and the analysis of key technologies and functional requirements of energy efficiency terminals, especially the design of software and hardware are done in this paper. Firstly, the designs of terminal hardware framework, central processing unit, input and output units, auxiliary units and metering unit hardware are done; then the sub-functions software design and software framework design. Based on the framework, the main process, communication and acquisition module software and function modules are designed. Finally to ensure the safety and reliability of the system the system testing energy efficiency terminal is done. By the monitoring terminal designed in this paper, the intelligence of data monitoring and quality of monitoring terminal can be improved, which can perfect the energy efficiency management system and support the demand response services.
